GWPO is pleased to announce the appointment of Dr. James Dalton as Director of Global Programme Development and Delivery.

Dr Dalton will be the CEO’s principal executive for programme delivery as GWPO implements its Strategy 2026–2030, which aims to unlock USD 15 billion in water investments. He will direct the GWPO–GWP global portfolio, taking country-led pipelines across all thematic priorities through to investment readiness. He will also lead joint delivery at scale with our Regional and Country Water Partnerships. 

Dr Dalton brings more than 28 years of experience across over 25 countries. He joins from IUCN, where as Global Director, Water and Wetlands he led the organisation’s global work on freshwater governance, restoration and resilience. He has shaped major initiatives on river basin governance, water stewardship and institutional reform with governments, development finance institutions, companies and civil society. Earlier, he was Integrated Water Resources Management Adviser at the Pacific Islands Applied Geoscience Commission in Fiji, and advised DFID water teams on programme design and evaluation with ITAD-Water.

An irrigation engineer by training, Dr Dalton holds a PhD in Civil and Environmental Engineering on groundwater management in the Aral Sea Basin. He sits on the Board of the Alliance for Water Stewardship and the WRG2030 Steering Committee, and is Board Co-Chair of the Alliance for Global Water Adaptation.
